Green Paper from the UK

A green paper is a policy paper from the UK or Ireland that is commmisioned by the government, but is not meant to be call to action, ratther it is meant to be used in discussion that may result in a white paper. The white paper is an official government call for the reform or creation of a law.
In this green paper Jack Straw, former foreign secretary for the United Kingdom, attempts to create a discussion around the issue of the private military industry in Britian and how it can best be resolved. Several ideas are put forth. The bulk of the paper's suggestion however lies within the creation of a licensing regime.

Hello!
This is the first in what I hope to be many entries into this web log. I am a graduate student who is currently writing his thesis. My interest is in Private Military Firms. I will be posting articles and news about this fairly new industry, hopefully it will help me in my pursuit of my masters and inform you about PMFs!
